The report seeks the approval to proceed with the revised A457 Improvement Scheme budget allocation and updated delegated authorities to complete delivery of the Cabinet approved A457 Improvement Scheme and deliver the social, economic and environmental benefits of the wider scheme in full.

On 29 April 2025 Cabinet:-

1. Noted the additional capital budget pressures totalling £2.480m to complete Phase 4 A457 Dudley Road Improvements arising from further contractual pressures, Lee Bridge technical issues, utility connections for future developments and increased delivery costs as set out in paragraphs 4.17 to 4.20, to the report, and lessons learnt throughout delivery of the current scheme bringing the total scheme cost to £39.582m;

    

2. Approved funding of £2.480m of BLE net surplus income collected by the City Operations directorate to complete the delivery of Phase 4 in full;

    

3. Delegated authority to the Assistant Director Transport and Connectivity to enter into contract with any utility company to allow the specified works to progress;

    

4. Authorised the Assistant Director of Transport and Connectivity to complete the transfer of land and dedicate as Highway Maintainable at Public Expense (HMPE) to facilitate the building of the new carriageway, footway including easements and drainage in the adjoining land connected to the A457 Dudley Road Improvement Scheme and authorise the City Solicitor to complete such acquisition and disposal or easement and seal any documents in connection therewith;

    

5. Confirmed the strategy for the procurement activity as previously approved by Cabinet in the March 2023 A457 Dudley Road Improvement Scheme Update Report whereby Phase 4 works (Phase 7 works in 2023 report) will be tendered as a separate works package to the current delivery contract; and

    

6. Delegated the award of contracts for services and works to support the delivery of the A457 Dudley Road Improvement Scheme to the Executive Director, Place, Prosperity and Sustainability in consultation with the Head of Category - Place, Director of Finance (Section 151 Officer) and the City Solicitor and Monitoring Officer (or their delegates) for values above the procurement threshold and up to £5.000m.
