On 23 April 2026 Cabinet Committee Group Company Governance:-

(i) Approved the legal toolkit;

(ii) Approved the implementation of a structured, end-to-end Companies Creation and Governance Toolkit (CCGT) framework aligned to best practice, to govern the creation, oversight, review, change and closure of Group Companies and related entities; and

(iii) Endorsed the establishment of a CCGT working group to deliver a phased implementation of the gateways and supporting materials, strengthening and standardising the Council’s shareholder governance model across its entity portfolio.
