Purpose
The report seeks approval to accept the transfer of £4,631,564 of Homes England grant to the Council as part of the acquisition of a 53 home new build development via the Property Acquisitions programme.

On 28 April 2026 Cabinet:-

 

(i)             Delegated authority to the Executive Director of City Housing and Cabinet Member for Housing & Homelessness in consultation with the Executive Director of Finance and Section 151 Officer (or their delegate) and the City Solicitor & Monitoring Officer (or their delegate) to:

 

(ii)            Accept and spend £4,631,564 of Homes England grant as part of the acquisition of Botham Place alongside s141 receipts allocated to the budget set out in the Housing Revenue Account (HRA);

 

(iii)           Accept and spend £14m of West Midlands Combined Authority (WMCA) grant to deliver supported housing for single homeless households and rough sleepers over the next 3 years; and

 

(iv)           Accept and spend future Homes England grants which enable the Council to undertake residential acquisitions made as part of the Acquisitions Strategy 2025-2030 approved in November 2025, and that are consistent with the annual budget set out in the prevailing Housing Revenue Account Business Plan. It should be noted that for any decisions over the threshold, the key decision process will still apply.

 

THE DEADLINE FOR CALL IN IS 1600 HOURS ON TUESDAY 5 MAY 2026.

 

On the 05 May 2026 at 1431 hours , a request for call-in was submitted by Councillors Robert Alden and Gareth Moore.  No action on the decision can be taken until the request for call-in has been considered by the relevant O&S Committee within 15 days of the decision being posted.
