Purpose
Approve the sale of the General Fund site.

Authorise the Assistant Director of Corporate Landlord to confirm selection of the preferred purchaser.

To further authorise the Assistant Director of Corporate Landlord to accept the bid and conclude the terms with the preferred purchaser for a freehold sale on the Council owned asset, the former Cascades Swimming Baths, Station Road, Stechford B33 8BP (“the Property”). The property is shown edged bold black on the attached site plan at Appendix 1 and extends to 2.43 acres (0.98 hectares). See detailed information in Exempt Appendix 2 and 3.

Note that the purchaser will pay a contribution towards the Council’s surveyor and legal costs, as detailed in Exempt Appendix 3.

Authorises the Assistant Director of Corporate Landlord to revert to alternative bidders in the event of a failure to complete the transaction within the prescribed timeline.

Authorises the City Solicitor to prepare, negotiate, execute, and complete all relevant legal documentation to give effect to the above.

Decision Outcome

On 18 August 2025, Cabinet Committee – Property:-

(i) Approved the sale of the General Fund site as shown in site plan Appendix 1 to the report;

(ii) Authorised the Assistant Director of Corporate Landlord to accept the bid of the preferred purchaser recommend in Exempt Appendix 3 to the report on the terms as set out in that Appendix;

 (iii) Further authorised the Assistant Director of Corporate Landlord to accept the bid and conclude the terms with the preferred purchaser for a freehold sale on the Council owned asset, the former Cascades Swimming Baths, Station Road, Stechford B33 8BP (“the Property”). The property is shown edged bold black on the attached site plan at Appendix 1 to the report and extends to 2.43 acres (0.98 hectares). See detailed information in Exempt Appendix 2 and 3 to the report;

 (iv) Noted that the purchaser will pay a contribution towards the Council’s surveyor and legal costs, as detailed in Exempt Appendix 3 to the report;

 (v) Authorised the Assistant Director of Corporate Landlord to revert to alternative bidders in the event of a failure to complete the transaction within the prescribed timeline and conclude a sale to an underbidder on the best available terms subject to the Council’s duties under Section 123 of the Local Government Act 1972;

 (vi) Authorised the City Solicitor to prepare, negotiate, execute, and complete all relevant legal documentation to give effect to the above.
