The purpose of the report is to set out the strategy for the procurement activity of services and works for the A38 Cycle Route Extension – Selly Oak to Longbridge project, assessing the most appropriate and compliant route to market required to support the delivery of the project.

On 10 February 2026 Cabinet:-

(i)       Approved the strategy for the procurement activity for the highway infrastructure works proposed as part of the A38 Cycle Route Extension – Selly Oak to Longbridge project, noting the two recommended procurement routes and their order of preference as detailed in section 4.8 of the report;

(ii)       Delegated the award of the contract following the subsequent procurement approach required to support the delivery of the project to the Executive Director of Place, Prosperity & Sustainability in consultation with the Executive Director of Finance and S151 Officer (or their delegate), the Director of Commercial and Procurement (or their delegate) and the City Solicitor (or their delegate); and

(iii)      Authorised the City Solicitor (or their delegate) to negotiate, execute, seal and complete all necessary documents in connection with the above recommendations/approvals.
