Purpose
  1. The building that now operates as Birmingham and Solihull Coroners Court was purchased by the Council from the Ministry of Justice in June 2020. Thereafter the building underwent reconfiguration and refurbishment to accommodate 3 courts compared to one court in their previous building. Due to budget constraints some works were deemed out of scope including the replacement of the Building Management System (BMS). The BMS system controls the buildings mechanical and electrical systems by communicating with them, so they operate in sync with each other. The Service took occupation of the building in November 2021. Issues have arisen with the system which has impacted on the ambient temperatures of the rooms; specifically, the court rooms being either too hot or too cold. Following investigative surveys, it was found that the heating and ventilation systems were working against each other. A new BMS package is required as the existing system is no longer fit for purpose.

On the 10 March 2025, the Cabinet Member for Social Justice, Community Safety and Equalities;

 

(i) Approved the Full Business Case attached at (Appendix 1) to the report.

 

(ii) Approved jointly, with the Chief Finance Officer the spend, not to exceed £353,834 (inclusive of fees and contingencies), to replace the Building Management System supported by 10 new air handling units at Birmingham and Solihull Coroners Court. This spend will be funded from existing Capital budgets as detailed in Section 8 of this report. 

 

(iii) Noted that a procurement exercise has been carried out. A separate authority in line with the Constitution has been presented to Cabinet on the 21st January 2025 that reported on the procurement strategy and the contract award as this is outside the authority of this report; and

 

(iv) Authorised the City Solicitor & Monitoring Officer (or their delegate) to execute and complete all necessary documentation to give effect to decision (iii) of this report.
