On 18 March
2025 Cabinet:-
(i)
Approved the spend on the Adults Drug and
Alcohol Service contract for the period 1st October 2025 to 30th September
2029. The contract value is proposed to be a minimum of £64,287,726 and a
maximum of £83,000,000;
(ii)
Acknowledged that the minimum contract value
will be the core contract of £60,684,594 plus the known grant funding from the
Office for Health Improvement and Disparities (OHID) in year one (2025/26),
totalling £64,287,726. The maximum potential contract value will be £83,000,000
over the 4-year period. This is to allow for the potential grant funding
element, at present grant funding beyond 2025/26 is not yet known, Public
Health are usually notified in December of their grant funding allocation for
the next financial year. All spend will go through the spend control approval
process;
(iii)
Acknowledged that the contract will be for a
period of 2 years, with the option to extend for a further 2 years. This will
be funded from the Ring-Fenced Public Health Grant and allow for additional
grant funding from Central Government (hence the range in contract value);
(iv)
Approved delegation of the spend in relation to
any additional grant funding for the Adults Drug and Alcohol Service contract
for the period 1st October 2025 to 30th September 2029 to the Director of
Public Health, in conjunction with the Cabinet Member for Health and Social
Care. All spend will go through the spend control approval process; and
(v)
Authorised the City Solicitor (or their
delegate) to conclude and enter into all legal documents to give effect to the
above.
