On 9 December 2025 Cabinet:-
(i) Approved the Outline Business Case (OBC) for
the phased replacement of Street Cleansing vehicles as part of the Street Scene
Transformation Programme, including the authority to spend up to £14.88m of the
approved 2025/26 capital allocation, to enable immediate drawdown of vehicles
and equipment through existing pre-procured frameworks;
(ii) Delegated authority to approve the Full
Business Case (FBC), including final purchasing decisions and procurement
call-offs beyond the initial phase, to the Executive Director of City
Operations, in consultation with the Cabinet Member for Environment, the
Section 151 Officer, the City Solicitor (Monitoring Officer), and the Director
of Commercial and Procurement, subject to available budget (capital or
revenue);
(iii) Approved the procurement strategy outlined in
Appendix 2 of the report, enabling the use of a compliant framework agreement
for Street Cleansing vehicles and a parallel Open Procedure for Grounds
Maintenance assets, over a period of up to 36 months; and
(iv) Noted that the quantities, types, and
procurement method (purchase or contract hire) of assets (beyond those already
being procured under existing contracts) will be informed by the forthcoming
review of Street Cleansing and Grounds Maintenance services and through further
financial modelling.
