Report of the Executive Director, City Operations
Implementation Date (not before meeting on)
Tue 9 Dec 2025
Purpose
The report seeks approval to procure a replacement and modernised fleet of vehicles, plant, and machinery to support the delivery of the Council’s Street Cleansing and Grounds Maintenance services.
The proposed approach developed with Corporate Procurement, Finance and VMS recognises that during the service review of Street Cleansing and Grounds Maintenance this procurement does not commit to fixed asset quantities or configurations. Instead, securing pre-agreed unit pricing for a basket of Street Cleansing and Grounds Maintenance vehicles, plant and equipment excluded, allowing the Council to call off in line with future needs and capital budget availability.

Reason For Key Decision
Capital in excess of (or making savings in excess of). Delivery Capacity - there is a risk that existing internal capacity may be insufficient to deliver a complex, multi-lot procurement and mobilisation of this scale. External transformation support (via Plan B Management Solutions) is in place to mitigate this, as well as a dedicated Streets and Grounds Project Manager

Legal and Financial Compliance Risk - the proposal includes multi-year pricing and flexible call-offs which will require alignment with the Council's capital finance guidance. A workstream has started with Capital Finance to develop the business case for the near and medium term sourcing route.

Specification and Service Design - the service review is ongoing for Street Cleansing and Grounds, there is an immediate identified need to replace the time-expired/short-term hired equipment and vehicles, but future changes in the service model could impact asset requirements in the medium to long term. The proposed framework mitigates this by enabling staged procurements coupled with price certainty.
