Decision Outcome

On 10 February 2026 Cabinet:-

(i)       Acknowledged and approved the proposed approach for the 12-month extension detailed in 1.4 and 1.5 of the report to ensure continuity of statutory services pending completion of the long-term procurement process;

(ii)      Authorised the Executive Director of City Operations in consultation with the Cabinet Member for Environment and Transport and the Director of Commercial and Procurement, the Executive Director of Finance (& Section 151 Officer) and the City Solicitor (or their delegates) to award a contract extension to Marston Holdings Ltd for the interim arrangements;

(iii)      Approved the long-term procurement approach outlined in the report for the Civil Parking Enforcement Contract and the commencement of procurement activity;

(iv)      Authorised the Executive Director of City Operations in consultation with the Cabinet Member for Environment and Transport and the Director of Commercial and Procurement, the Director of Finance (& Section 151 Officer) to award a contract to a service provider (once identified) from Crown Commercial Services Framework RM6347, with an initial term of 4 years and extension period of 3 years (subject to full Cabinet options appraisal in Year 3);

(v)      Acknowledged that any increase in the fee for the Initial Term of the Contract shall be subject to a further report to the Executive Director of City Operations in consultation with the Cabinet Member for Environment and Transport the Director of Commercial and Procurement, and the Director of Finance (& Section 151 Officer); and

(vi)      Authorised the City Solicitor (or their delegate) to take all necessary steps, including entering into any agreements or arrangements, to implement the decisions set out in this report and to ensure compliance with all relevant legal and governance requirements.
