On 23 February 2026 Cabinet Committee – Property:-
(i) Authorised the Director of Property & Regeneration to accept the bid and conclude terms with the preferred tenant recommended in Exempt Appendix 2 to the report for a 250-year lease of the Council owned asset, Malcolm Locker Youth Centre and adjacent car park land (“the Property”). The property is shown edged bold black on the attached site plan at Appendix 1 and extends to 0.58 acres. See detailed information in Exempt Appendix 2, 3, 4 and 5 to the report;
(ii) Noted that the tenant will pay a contribution towards the Council’s surveyor and legal costs, as detailed in Exempt Appendix 4 to the report;
(iii) Authorised the Director of Property & Regeneration to revert to the under bidders in the event of a failure to complete the transaction within the prescribed timeline and conclude a disposal to an underbidder on the best available terms subject to the Council’s duties under Section 123 of the Local Government Act 1972;
(iv) Authorised the City Solicitor to prepare, negotiate, execute, and complete all relevant legal documentation to give effect to the above;
(v) Noted the key points raised in Pre Decision Scrutiny by the Economy, Skills and Culture Overview and Scrutiny Committee.
