Purpose
The Council receives a Section 31 Domestic Abuse Safe Accommodation Grant from the Ministry of Housing, Communities and Local Government (MHCLG) to discharge its duty under Part 4 Domestic Abuse Act 2021. This duty relates to the provision of support to victims of domestic abuse (DA) and their children residing within safe accommodation. The grant award for 2025/6 is £4,237,858. This grant is to be committed from the 1st April 2025 to the 31st March 2026. The proposed approach for the use of the grant funding is to be set out in the Cabinet report dated 9th September 2025.

On 9 September 2025 Cabinet:-

(i)          Retrospectively approved the grant received from Ministry of Housing, Communities and Local Government (MHCLG) of £4,237,858 to enable the Local Authority to continue to discharge its duty under Part 4 Domestic Abuse Act 2021 for the year 2025/26;

(ii)         Delegated the Executive Director of Adult Social Care and Health, via the Delegated Procurement Reports governance, the approval of contract modifications to domestic abuse contracts which sit within the Multiple Disadvantaged Adults Advice and Support Services (MDASS) and Community Grants; and

(iii)       Approved the delivery of this duty as outlined in the report using the Part 4 grant funding.
