Purpose
Following approval to award the Early Years Health & Wellbeing contract to the new provider the proposals within the tender document for delivery locations, times and services were created into a public consultation document. This was in order for the local authority to undertake its statutory duty to consult with citizens when changes are considered to Children’s Centres. This was also an opportunity to validate the proposals in ensuring that they meet the needs of Birmingham children and families. The report captures the outcomes from the consultation and provides a final operating model taking into account the consultation feedback for the new Early Years Health & Wellbeing Service.

On 24 October 2017, Cabinet:- (i) Approved the local delivery arrangements for the Early Years Health and Wellbeing Service (to include the Children’s Centre Service) as set out in Appendix A to the report; (ii) Approved the commencement of further site specific consultation on proposed changes to services where these are required; (iii) Approved the deferral of the contract start date from 1 September 2017 to 1 January 2018. THE DEADLINE FOR CALL IN IS 1600 HOURS ON MONDAY 30 OCTOBER 2017.
