Decision Proposed
Prevention and Early Intervention Programme – High Level Target Operating Model
Report of Director for Adult Social Care
Cabinet : 22/03/22

To seek approval for a high- level Target Operating Model (TOM) for a prevention and early intervention model for Birmingham City Council and key partners. The proposed high level model is strongly aligned to the Council’s strategic priorities and focusses on establishing an empowering and enabling model of prevention and early intervention that ‘helps people to help themselves’, and ultimately achieve the aspirations they hold for themselves and their communities and moving people away from crisis.

After an initial ‘high level design’ phase, Cabinet approval is sought to proceed to the ‘detailed design’ phase from April 2022, which will culminate in the delivery of a detailed TOM outlining the investment required to finalise the design and deploy the new model.
